Jeff is a specialist in strategy development, review and implementation; organisational alignment; partnering and relationships; governance; problem solving; leadership mentoring and coaching; and facilitation and negotiation.
He has extensive experience in the local government sector, and in particular supporting local councils through amalgamation processes.
Jeff was Chief Executive of the City of Onkaparinga, the largest local authority in South Australia, for 14 years. He led the organisation after it was created from an amalgamation of the Cities of Happy Valley and Noarlunga and part of the District Council of Willunga, establishing it as a high performing council with a national reputation for innovation in meeting current and emerging needs of its communities.
During Jeff’s appointment, Onkaparinga was recognised at both state and national levels for innovation across fields as diverse as community engagement, integrated strategic planning and budgeting, asset management, tourism, climate change and water management.
Recently, Jeff managed the de-amalgamation of the Shire of Douglas in Queensland, including holding the position of Acting CEO of Douglas Shire Council while he assisted in the appointment of a permanent CEO.
His practical experience of local government mergers across two states is unique in Australia.
