Elton Consulting was engaged by Waverley Council to conduct a needs assessment to support and inform the early planning stages for the development of a new ‘Civic Heart’ for Bondi Junction. The assessment identified requirements for a range of community facilities and services and council civic and administrative facilities in the Bondi Junction town centre.
Following identification of the facilities and spaces required, an assessment was undertaken to determine which of these would be best located in the Civic Heart. This assessment considered offerings provided, requirements, levels of contribution to the activation of the Civic Heart and benefit gained through co-location with other facilities and services. The needs assessment also involved identifying suitable ancillary components (such as open space and compatible retail) for potential inclusion in the Civic Heart.
