Creating a strong sense of place: Blacktown CBD Place Making Strategy and Implementation Plan

Blacktown is one of the largest local government areas in NSW with a population of over 300,000 people. High density living in the Blacktown CBD is anticipated to grow significantly with the population forecast to reach half a million over the next 30 years. Recognising the need to plan for future economic development and population growth, and actively support a thriving Blacktown CBD economy, Blacktown City Council commissioned Elton Consulting to prepare a Blacktown Place Making Strategy and Implementation Plan.

Drawing from strong existing market research of community attitudes to the Blacktown CBD, Elton Consulting worked with Council staff to develop ‘real-world’ and achievable strategies to activate key urban spaces and help address negative perceptions. Elton Consulting analysed existing data and research and held workshops with key Council staff to develop an approach that capitalised on existing activities with a series of short, medium and long term activation strategies to gradually transform the Blacktown CBD into a space accepted as the heart of the community, as well as the centre of the City.
