In 2015 Elton Consulting provided communication and engagement services to support Transport for NSW in the rollout of the Freight Noise Attenuation Program (FNAP). The FNAP offers noise reduction treatments to home owners affected by high levels of freight rail noise along NSW Government managed rail corridors between Nowra and Newcastle, and west to Lithgow.
Our role has comprised both the development and delivery of a detailed communication and engagement strategy, as well as ongoing community relations activities including operation of an information line and project email. Key tasks have included:
- Development and design of a full range of communication material, such as fact sheets (WCAG compliant), brochures, advertisements and information boards
- coordination and reporting of four community information and feedback sessions held at key locations across the NSW freight rail network
- operation and reporting of the FNAP 1800 information line and email
- outcomes reporting.
Our involvement in this program has required a thorough understanding of the NSW freight rail network at large, as well as the various protocols and policies within the Freight Access Standards Management team at Transport for NSW. It has also deepened our appreciation of the vital role freight plays in our everyday lives and the key issues and concerns of those living close to freight rail lines.
