Independent Assessment of Development Applications & Planning Proposals for Councils

Elton Consulting has been engaged by a number of local councils to undertake an independent assessment of development applications and planning proposals relating to council owned or controlled sites. Assessment of development applications and planning proposals on behalf of councils requires a unique combination of skills and experience. Each project requires a comprehensive understanding of the statutory processes involved, a thorough understanding of local government processes including compliance with relevant probity and reporting requirements, and the ability to identify and consider potential impacts associated with the proposal.

Examples of projects where Elton Consulting has undertaken the assessment process on behalf of a council include:

Camden Library (Camden Council) – development application: assessment of the application for Council’s proposed new library complex at Camden. 

Narellan Town Centre (Camden Council) – development application: including demolition of existing structures, provision of car parking and construction of plaza areas, landscaping and associated site works.

189 Macquarie Street, Parramatta (Parramatta City Council) – pre-gateway review: assessment of a planning proposal to amend the Parramatta LEP 2011 to facilitate an uplift in height and gross floor area on the site.  This assessment included managing inputs from heritage and urban design specialists included on the project team.

South Jerrabomberra  (Queanbeyan City Council) – planning proposal: review of the planning proposal including an assessment of studies commissioned by Council and the proponents.

Flinders Street (Wollongong City Council) – planning proposal: this planning proposal sought to rezone the subject site and introduce significant variations to building height and floor space ratio controls to facilitate a mixed use development on the site. The assessment of the planning proposal was undertaken in conjunction with a number of specialist consultants.

Each assessment involved a review of information submitted by the applicant including specialist technical reports and architectural plans and liaison with government agencies and other stakeholders in relation to submissions received during exhibition. Elton Consulting produced assessment reports consistent with the relevant council’s reporting template, and where approval was recommended, prepared draft conditions of consent, identifying any additional studies required to support the planning proposal, and presenting the outcomes of the assessment to Council.
