The Riverstone population is anticipated to grow by 9,000 people over the next 20 years. Much of this growth is expected to be concentrated in the town centre. Elton Consulting worked with Blacktown City Council to project manage and produce a master plan for Riverstone Town Centre. The master plan aims to create a thriving, viable, well-designed and safe town centre. It includes recommendations on land uses, density and scale of development, which will be implemented through amendments to the Blacktown Local Environmental Plan and Blacktown Development Control Plan.
Elton Consulting provided strategic and statutory planning advice, undertaking community consultation and stakeholder engagement and project managing the team of urban designers, transport engineers and economic analysists to deliver a final master plan for Council adoption.
The draft master plan was exhibited from August – September 2016. Council has requested a further option be developed for consideration. Council resolved to adopt the preferred option from the draft in November 2017, and the final Master Plan has been submitted to Council for adoption.
