Elton Consulting has been engaged by the Office of Local Government to support the piloting of Joint Organisations in five regions in NSW: Hunter, Illawarra, Central West, Namoi and Riverina.
This work is an important part of the NSW Government’s Fit for the Future local government reform program. The objective of Joint Organisations is to provide a forum for councils and the State to work together to deliver regional priorities, such as jobs, education, housing, roads and transport.
To date, we have designed, facilitated and reported on three sets of combined workshops in Sydney over 12-month period, as well as individual workshops in each of the regional centres. The workshops saw councils and county councils in the pilot regions, as well as NSW Government agencies and peak bodies, working collaboratively together.
The early workshops focused on the development of draft charters and Action Plans for the pilot Joint Organisations, as well as identifying information, resources, tools and measures to support the establishment of the pilots. More recent workshops have built and refined the policy framework, including governance and accountability, decision making frameworks and entity models.
Most recently, we have supported the Office in refining and communicating the final proposed model.
