He has advised the state’s most senior Ministers and public servants on extremely complex, contentious and high-profile issues across a wide range of policy areas.
Rachel leads Elton Consulting’s local government practice and co-leads our social sustainability team. Rachel has over 15 years of experience working in and with councils. Her work has a particular focus on the interaction between urban and social policy, and on supporting organisational change aligned to strategy.
