The aim of the Brockman Park Structure Plan and Development Prospectus project was to facilitate the development of an ‘Ageing in Place’ facility on a portion of Brockman Park, which is located in close proximity to the Town Centre of Carnarvon.
In addition to the provision of a detailed Structure Plan, prepared in accordance with the relevant provisions of the Planning and Development (Local Planning Schemes) Regulations, Elton Consulting WA (previously Veris Town Planning) along with a project team consisting a urban designer, architect, engineer and economic analyst delivered a detailed Concept Layout Design and indicative sketch floor plans and elevations with consideration of a mix of independent living and residential care units comprising 1, 2 and 3 bed units based on value and affordability.
The preparation of a Feasibility Study was also a part of the project to ascertain the viability and applicable costs involved of constructing, maintaining and servicing an ‘Aging in Place’ facility on the Study Area.
A Development Prospectus, representative of the commercial reality, associated opportunities, and possible partnership arrangements (if applicable), was also prepared to progress the project to Phase 2 Construction and Fitout.
During the preparation of the Structure Plan, the project team undertook community consultation utilising a number of different methods including an online map based engagement tool called Collabmap.
The suite of documents produced formed a strategy that reduced the risk to future planning for the area as well as providing an environment that is attractive to future Aged Care development.
