Jenny Rudolph

Jenny leads Elton Consulting’s national urban planning practice. Jenny has extensive experience in strategic planning and policy, project management and facilitation, as well as master planning for residential development and town centres. This has been gained through more than 20 years in both public and private sector roles.

Kalina Koloff

Kalina has over 15 years experience as a community and stakeholder engagement specialist, and program manager.

Liz Densley

Liz has over 20 years experience in urban and regional planning. This includes significant experience in local government strategic planning, project management, and the assessment of retail, commercial, residential and State significant development.

Lucy is a researcher, social planner and engagement specialist with expertise in designing quantitative and qualitative research studies to address complex social issues.

Martin Klopper

Martin Klopper

Martin has more than 19 years of experience in strategic and statutory planning, regional planning, economic development, housing projects as well as stakeholder and community consultation. Martin’s experience crosses both the private and public sectors. 

Peter Whelan

Peter is a senior communications and stakeholder engagement executive with over 15 years of experience in the delivery of major infrastructure projects. He has developed and led large high performing stakeholder and community engagement teams.

Petra Fowler

Petra Fowler

Petra is a community development consultant with over 12 years experience and expertise in stakeholder engagement and relationship management. Petra has worked for a wide range of clients spanning all levels of government, corporate environments, professional bodies, media, community organisations and Indigenous business.

Dr Rachel Trigg

Rachel leads Elton Consulting’s local government practice and co-leads our social sustainability team. Rachel has over 15 years of experience working in and with councils. Her work has a particular focus on the interaction between urban and social policy, and on supporting organisational change aligned to strategy.

Rebecca Gallacher

Rebecca has 17 years of experience as a planner working across public and private sectors in Australia, New Zealand and the UK. Prior to joining Elton, Rebecca held senior roles within a number of commercially focused planning consultancies, with a focus on property investment, strategic property management and brownfield regeneration.
